New proposals could see big changes to Louth and Mablethorpe town centres

The Department for Transport has awarded Lincolnshire £799,900 to be used to give people more opportunities to choose walking and cycling for their everyday journeys, to boost active travel, and reduce traffic congestion.

After inviting members of the public to submit their ideas, and hosting a virtual cycling summit with local stakeholders last year, the county council has developed eight prospective schemes.

In alphabetical order, the schemes being consulted on include the following: Boston east-west cycling corridor; Grantham active travel zone; Lincoln and North Hykeham, Newark Road cycle lane improvements; Louth active town centre; Mablethorpe High Street active travel corridor; Skegness Lumley Road active travel corridor; Spalding town centre active travel zone; and Sturton by Stow low traffic neighbourhood.

The proposal for Louth includes the following:

l The total closure of Cornmarket to all motor traffic and the removal of all on-street parking. This would apply from the junctions of Mercer Row to Market Place and would provide dedicated space for pedestrians and cyclists, as well as creating outdoor opportunities for traders and hospitality.

l The closures of Burnt Hill Lane at the junction of Queen Street, and the closure of Aswell Street at the junction of Kidgate. This would provide an improved north/south link for pedestrians and cyclists in a traffic-free environment.

lThe restriction of parking on Mercer Row from the junction with Upgate to the junction with Market Place. This would provide the opportunity to improve the area for pedestrian and cyclist flow. A 20mph speed limit is also proposed to complement the above measures.

Louth town councillor, Lynne Cooney, has said she has concerns that the plans could disadvantage vulnerable people – such as the elderly and the disabled – who may not be able to park closely to the shops in the town centre.

Meanwhile, over in Mablethorpe, the proposals include the following measures:

lThe creation of a motor traffic-free corridor along a section of High Street.

l High Street would be closed to all vehicles from the junction of Victoria Road to Quebec Road/Gibraltar Road. Pedestrians, cyclists and buses will still be able to access this section of High Street. Traffic can continue southbound from Quebec Road to Gibraltar Road.

It is hoped this scheme will provide an easier cycling and walking corridor, as well as provide more outdoor space for businesses and traders on High Street.

These schemes will initially be temporary for between 12-18 months.

After this time, a decision will be made after further engagement with local residents and organisations.

Councillor Richard Davies, executive councillor for highways at Lincolnshire County Council, said: “This cash won’t just benefit walkers and cyclists. For every 
journey we can make active travel a viable option for, we’ll take a car off the road, reducing congestion and pollution for all of us.
